Since 2005, I have spoken to audiences at several American Society for Public Administration (ASPA) conferences; the National Association of Counties Green Government Initiative; Judge at the DECA National Student Business Projects Competitions. From 2015, guested several radio talk shows regarding my published research on government performances by cities/states having severe waste, air and water pollution problems [TRAVEL+LEISURE magazine featured my comments for its “America's Dirtiest Cities” exposes]. My undergraduate coursework included Public Speaking, Speech and Acting, with a "A" grade assessed for those courses. As a youth, worked years on door-to-door, phone sales, marketing research, political polling and fundraising jobs, requiring a successful, good-sounding (and "on impact") persuasive speaking voice. That voice got me elected to be a voter precinct chairperson and presidency of a University Language Club. The voice allowed me to complete dozens of social science data collection and polling projects for private and public firms, some assigned High School sub teaching, and later, Law School Exam Proctoring (with a typical brief lecture speech before an exam's commencement) to classroom students attending a national top-20 rated curriculum.

I was elected President of the Texas-based University Czech Club by students taking coursework. In recent years, I translated Czech national, provincial and local government websites for the Rutgers Newark Egovernance Institute's 100 Countries and Cities Website Evaluations, for privacy and citizen participation indicators. I was required to successfully communicate in Czech to public officials, to have them explain why a certain website policy/practice was helpful or, sometimes harmful to its citizenry (my Master Degree is in Public Administration/Government)--I wrote a published academic journal article on the experience. I try to be active at the frequent Czech Embassy, District of Columbia cultural events. One of my immediate relatives is the Honorary Consul General of the Czech Republic for the State of Texas and will vouch for my integrity and good work. "Dobry Den!"

As an undergraduate, won a faculty departmental award as top Political Science graduate in a semester, from a topmost, peer-rated “Poli Sci” program in Texas. My graduate degree in Public Administration required a political science background for admission. Am alumni of the Close-Up Foundation, based in the District of Columbia, for teenagers from all over the USA to learn about Congress and Federalism. Compose a scholarly PHD journal article on e-governance, Privacy, Citizen Participation and Evaluated World Government Websites. I did Government Performance Reports Reviewer for a DC-based non-profit, honored with a National Press Club dinner. Have fundraised by phone for national and local political candidates. One particular campaign operation saw me interview 100’s, to collect data for strategic decisions for a high-populated County. As a younger adult, I worked as a voter precinct pollster for NBC News, for a Texas Public Policy Center in Houston, a private-owned polling firm in Austin, and two political polling operations, one based in the District of Columbia, the other at Arlington, northern Virginia. Was popularly elected a voter precinct chair and worked a major state partisan convention as staff. I now help direct the AMERICAN STATE LITTER SCORECARD monthly website and projects and attend professional conferences with peers.

Each workplace anywhere in America is indeed different, so my Public Speaking tips can cover general expectations for any setting--the tips a student chooses to implement and their outcomes may vary. Though have years previous experience, I have not, unlike you, worked directly inside the building of a mass-employee government entity or sub- contractor in 10 years. For those interested:I have studied public sector contact law and competitive bidding in grad school and luckily worked with students and professors at a major Law School for several semesters. However, I am NOT an attorney and not set to tutor law (most recently, full-time employed with barred barristers at two Big Box Legal Services firms on K Street NW in Washington, DC). Unlike you, I do not have actual intermediate-plus workplace experience in preparing, finalizing and executing government contracts and am not set to tutor those topics. Again, thank you Rustem for recognizing my (what I consider, strong) Consulting, Diversity and Communication skills. As a current senior citizen, am exposing myself to modern computer languages and newfangled workplace procedures that in the last decade have become commonplace.
